Lowell was born in Minneapolis, Minnesota on January 8, 1943. He received his B.A. in Art Education from the University of Wyoming. He began painting when he was fifteen. Lowell's career has spanned thirty five years in high school, community college and university art education. His career included Elko, Nevada and also five years in Arizona.
