Joe Neil Beeler was born in Joplin, Missouri in 1931. Beeler's father was part Cherokee and in the summer he war danced in feathered costume as the other Indian youths did. He began art studies at Tulsa University, served in the Army for two years during the Korean War, and returned to Kansas State for his Bachelor of Fine Arts. After a year at the Art Center School in Los Angeles, Beeler and his family moved into a small summer cabin in northeastern Oklahoma. In 1960, the Gilcrease Museum gave Beeler a one man show. In 1965, Beeler helped found the Cowboy Artists of America.
